I like to explain the joke: the MBTA stands for the Migratory Bird Treaty Act. 

The statute makes it unlawful without a waiver to pursue, hunt, take, capture, kill or sell birds listed therein (“migratory birds”). The statute does not discriminate between live or dead birds and also grants full protection to any bird parts including feathers, eggs and nests. Over 800 species are currently on the list. [x]

In plain terms: in America it is illegal to collect feathers or bones – even from birds you find dead and, yes, even if you just find a feather on the ground. It’s also illegal to destroy nests (even if they are on your property).
